God Will Strike Me Down?

Today is kind of sad. Yes, it's kind of a cool (we have a north wind blowing today) but we haven't had much frost yet.
My neighbour, as he does every year, is tearing out his annuals which are at their prime and gorgeous.
Does he think that God will strike him down if he doesn't do this by a certain date or what?
He never goes away so it's not about getting stuff done before he leaves.
We have local compost pick-up until the end of November so, if he wants to make sure he's able to put garden waste out at the curb, he has lots of time.
He doesn't otherwise decorate his property so he doesn't have to make room.
He is retired so he has lots of time to do these little jobs....he stays home most of the time.
Why doesn't he wait until the frost kills them off then take them out?
That's what we do.
The dull, drab days of winter come soon enough.
Now this is not the only neighbour who does this.
Can anyone explain a "logical" reason to do this? I thought our gardens were for us to enjoy.
