Removal of leaves from under plants on a rocky slope in N. California

Is it a good idea to do this? I can see removing pieces of dried out ice plant, but I am note sure about the above suggestion. Your advice appreciated.

Doug says he never removes leaves from under plants. I want the organic matter this represents to go back to the soil Having said that, I don't know your region at all, and have no idea why you'd want to do this (other than some sense of "neatness"). Plus, quite frankly I'm a lazy gardener and have no reason to add to my work level by removing leaves that will help our plants here in the Northeast. I note there's nobody removing leaves in nature so ....
